Govt directs ministries to compile civil servants' foreign nationality declarations

The federal government has directed all ministries and divisions to submit consolidated details of civil servants’ declarations regarding foreign nationality, travel documents and dependants’ nationality status, according to an official notification issued by the Establishment Division dated October 21. The notification referred to the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, under which all civil servants were required to submit declarations regarding their own and their dependants’ nationality status within 90 days of the rules’ publication in the official gazette. Under Rule 3(3), civil servants must declare whether they hold the nationality of any foreign country, possess foreign travel documents or are married to a foreign national. They must also disclose the relevant nationality and travel-document status of their dependants. The Establishment Division said failure to submit the required declaration or providing false information would constitute misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020, in accordance with Rule 3(4) of the 2026 rules. The notification directed all ministries and divisions to provide the information in a consolidated format for officers under their administrative control, excluding those belonging to the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG) and Office Management Group (OMG). The prescribed format requires the name, designation and basic pay scale of each officer, confirmation of whether a declaration has been submitted under Rule 3(3), and details of the foreign nationality or travel-document status of both the officer and their dependants. Earlier this month, the government decided to enforce the Foreign Citizenship Rules 2026, directing civil servants to submit declarations detailing any foreign citizenship held by themselves or their dependants within one week. The Establishment Division, through an office memorandum, directed civil servants to provide details of foreign citizenship, foreign travel documents and marriages to foreign nationals. The directive applies to officers holding dual nationality and requires them to furnish the relevant information within the stipulated one-week deadline.

PTI dismisses PM Shehbaz's 'mere offer' for talks, says govt can initiate contact with opposition leadership

The Pakistan Tehreek-e-Insaf (PTI) on Tuesday dismissed Prime Minister Shehbaz Sharif's proposal for renewed talks as a "mere offer”, while saying that the government could contact leaders of the opposition in the National Assembly and Senate for negotiations if it were sincere. The statement came amid heightened political tensions in the country as the PTI's long march reached Kohat. Khyber-Pakhtunkhwa Chief Minister Sohail Afridi is leading the convoy, which began its march towards Islamabad on Sunday to demand the release of party founder Imran Khan and press the government over what PTI describes as broader political and constitutional grievances. The convoy is currently in Kohat after travelling through Lakki Marwat and Karak, and is expected to depart for Peshawar later today as the party continues its phased mobilisation towards the federal capital. PM Shehbaz earlier today renewed an offer of talks to the PTI, saying the government was prepared to ...

Pakistan rejects India's 'internal matter' claim on Kashmir at UN

Pakistan on Saturday rejected India's characterisation of Jammu and Kashmir as an internal matter, telling a United Nations General Assembly committee that the territory's final status remains unresolved and must be determined in accordance with the wishes of the Kashmiri people. Speaking during the general debate of the Third Committee of the 81st session of the UN General Assembly, Pakistan's First Secretary Sarfraz Ahmed Gohar said Islamabad rejected New Delhi's assertion that Jammu and Kashmir was an integral part of India.
